It is hard to say. The connecting time isn't a problem, it's the first byte time for your index.php. It could be because of slowness at godaddy but it could also be whatever your application is doing to generate the base page (calling out to external services, hundreds of database queries, etc). If you are on their shared hosting then your options for tools is kind of limited and you may need to manually instrument the app to see what is going on. If you are on a VPS or dedicated server then you can use something like New Relic which will point out the issues quite quickly.
