Chrome not available in London

The London location says IE 7-9 and Chrome in the dropdown but when selected only IE7 and 8 are in the browser dropdown.

Possibly some WPT instances in that location are dead?

Yes, sorry. We sometimes have agents that are having issues and they are hidden from the UI automatically until they came back (with alerts going out to the person managing the agent while it is down). I'll see if I can figure out what is going on.
