Latest is 2.19: https://github.com/WPO-Foundation/webpagetest/releases

2.18 is getting close to a year old at this point and the mobile agent was one of the main areas of activity.

Though you're better off pulling from Trunk directly as there have been a few changes since 2.19 as well.
